A licensing sub-committee is a panel of three local councillors constituted to determine controversial applications made under the Licensing Act 2003. Controversial licence applications are applications that have attracted objections from either responsible authorities or other people.

Licensing sub-committees are constituted under statutory regulations made under the Licensing Acts.  The regulations also stipulate the committee procedure and order to follow.
